Re-thinking institutional capacity building: lessons from Australia

Dr Peter Morison from Melbourne Water's Stormwater Quality Team travelled to Porto Alegre, Brazil in September 2011 to present at the International Conference on Urban Drainage. His paper, "Re-thinking institutional capacity-building: lessons from Australia", outlines the path Melbourne Water's Living Rivers program is taking to build the capacity of our partners.

The framework illustrates a completely new way to approach institutional capacity, one which is guided by the socio-political development of a region and indicative of more reflexive modes of urban stormwater governance. The approach follows Dr Peter's PhD research into implementation responses of local government to our stormwater programs.
